📋 Otter carcasses must be turned in to a district office no later than five days after the close of the season (p. 38). CITES has listed otter on its appendices; exporting requires a CITES Export Permit (p. 42). Export Permits will not be issued for otter pelts unless carcasses have been turned in (p. 39).
